Police say two young men were racing side by side down a Laredo street before dawn. An SUV ran a stop sign in front of them. One racer could not stop in time. His car hit the side of the SUV, and it split in two.

That was on Aug. 2. Nearly two months later, Laredo police have arrested two men in the crash. Police say new security video from a business nearby was the break in the case.

Police named them as Armando Rodriguez III, 19, and Gerardo Velasquez, 20. Jail records show both were charged with racing on a highway causing serious bodily injury. That is a second-degree felony. It can mean 2 to 20 years in prison.

The crash happened near downtown, where San Jorge Avenue meets Houston Street.

Police say a Chevy Traverse ran the stop sign. A Dodge Challenger hit the Traverse in the side. The hit tore the SUV in half.

Why did it come apart? Police say the Traverse was a salvage vehicle. It had old welds from earlier repairs. Those welds could not hold up to the hit.

The second racer barely missed the SUV. Police say he kept on driving.

Three people went to the hospital that day. One was in the Traverse. Two were in the Challenger. Police say one victim still has a long road to recovery from bad injuries.

At first, no one faced criminal charges. Police said neither driver showed signs of being impaired. The Traverse driver got a ticket for running the stop sign.

But the crash team kept digging. Police say they gathered evidence and talked to witnesses. They say new video from a business nearby gave them the break they needed.

Police say the video shows the two men racing side by side down San Jorge Avenue. Police say both were speeding. One could not stop in time.

"And in all, we had two young men, a 19 and a 20-year-old, that were basically street racing on a public street, and a person who basically was crossing their path... the accident could not be avoided," Joe Baeza of the Laredo Police Department told reporters.

The case went to the Webb County District Attorney's Office. The DA's office approved arrest warrants for both men.

Police also say neither vehicle directly involved in the crash had insurance.

The crash also damaged a business nearby. Police say that leaves the victims and that business with heavy costs.

Rodriguez and Velasquez have not been convicted of anything. The charges are pending.

Everyone is presumed innocent until proved otherwise.
