A Legionnaires' disease outbreak on Manhattan's Upper East Side has grown fast. As of July 10, health officials counted 46 cases. Twenty two people are in the hospital. Legionnaires' disease comes from a germ called Legionella pneumophila. It lives in warm water. People get sick when they breathe in tiny water droplets that carry the germ. It is not spread person to person like a cold or the flu.
The illness works like a bad case of pneumonia. It can cause a cough, fever, headaches, sore muscles, and trouble breathing. About 10 out of every 100 people who get diagnosed with it die from it. The disease itself is rare. It hits fewer than 3 people out of every 100,000.
New York City's health commissioner, Dr. Alister Martin, said the city's warming climate is making these outbreaks more likely. His department sampled water from almost 160 cooling towers on rooftops across the two hit neighborhoods. Cooling towers are big metal units that help cool large buildings. They can grow Legionella if they are not cleaned right.
Martin ordered at least 19 "buildings of interest" to drain, clean, and disinfect their cooling towers right away. Health workers now have to match germs found in those towers to germs found in sick patients. That work takes lab testing and gene sequencing. It could take another month to find the exact building behind the outbreak. In many smaller outbreaks like this, investigators never find the exact source at all.
The city's health department said this week that the outbreak is not linked to plumbing inside homes or apartments in the two neighborhoods. Residents can still drink their tap water. They can still shower, cook, and run their air conditioners like normal. The danger sits in large cooling equipment on rooftops, not in kitchen sinks or bathroom pipes.
This is not the first time Legionnaires' disease has hit New York hard. Past outbreaks in the city have hurt poor neighborhoods and Black communities more than other areas. Local leaders have criticized the city before for slow responses and for not fixing the problem in the buildings most at risk. Public health advocates say cities need to require regular cooling tower cleaning, not just react after people get sick.

The 19 buildings ordered to clean their cooling towers are doing so now, but that step alone will not prove which one caused the outbreak. Lab results matching patient samples to specific towers are expected to take weeks.
New Yorkers in the Upper East Side are being told to watch for symptoms like fever, cough, and muscle aches, especially if they spent time outdoors in the affected neighborhoods recently. Anyone with those symptoms is urged to see a doctor and mention possible exposure to Legionella.
