A man walked into his apartment office in St. Paul, Minnesota. He pulled a gun from his waistband. He shot and killed three workers there. Police say the fight was over a $65 parking fee.

Police say the shooting happened Monday, July 20, at about 4:10 p.m. It happened at Davern Park Apartments on St. Paul Avenue. That is in the Highland Park part of St. Paul.

The three victims worked in the front office. They were Adam Wilwerding, 43, of Oakdale. He ran the property. Dena Silcox, 56, of St. Paul, helped run it too. Nansi Fuentes Zambrano, 25, of Inver Grove Heights, signed up new renters.

Neighbors called 911. They said they heard shots and screams. Cops found Wilwerding and Silcox on the floor. They found Fuentes Zambrano in a back room. Police say she was trying to climb out a window when she was shot. All three died at the scene. Cops found 21 shell casings in the office.

Court papers name the shooter as Tsegaab Ademassu Binessu, 30. He lived one block away. He is charged with three counts of second degree murder. That means cops say he meant to kill, but did not plan it days ahead. Each charge can mean up to 40 years in prison.

Court records show Binessu had no criminal history in Minnesota. He had four parking tickets since 2019. That was the only mark on his record before the shooting.

Court papers say Binessu had just sold his car. He wanted to join the Navy. He called the office to cancel his $65 monthly parking spot. Staff said he still owed the money. He had just signed a new deal for it. He said he would come talk in person.

Video from the office shows what came next, court papers say. Binessu pulled out a gun. He shot Wilwerding six times. Then he shot Silcox six times. He walked down a hallway toward Fuentes Zambrano. The camera did not catch what happened there. But it caught more shots and a woman screaming.

Binessu's roommate called police. He said Binessu told him he did the shooting. A SWAT team surrounded Binessu's home that night. He was not there.

Cops in Virginia, Minnesota, caught Binessu that same night. That town sits about 200 miles north of St. Paul. He was driving Fuentes Zambrano's car when deputies stopped him. He had camping gear, his passport, and an empty gun clip with him. Jail records show he was booked early Tuesday.

Court papers say Binessu told cops he felt treated unfairly. He said it was because he is Black and came here from another country. He said he had tried for years to bring his wife and kids from Ethiopia. He said the long wait broke up his marriage.

The company that runs the apartments spoke about the workers who died. "Our hearts are broken for the family and friends of these team members, and our prayers are with them," said company leader Angie French.

A longtime neighbor goes by the name "Moose." He told reporters he knew all three victims well. He said he was close to Silcox. She leaves behind two sons and two daughters.

The Ramsey County Attorney filed the murder charges Tuesday. Cops say they are not looking for anyone else. Binessu stays in jail as the case moves forward.
